Just to give you a short explanation about Ninja Recruitment System, each Star Level requires a certain amount of Ninja Fragments and if the Ninja is open for 2 stars upgrade then you have to go through the process of spending the required amount of ninja fragments for you to be able to recruit the ninja. For example, the new Shizune [Fairy Moon] is available for 2 stars recruit. Even if you have 80 fragments of her already, you still need to go through the required amount and go through the process of recruiting her star level by star level. You cannot jump and bypass the starting levels because that will be pretty impossible. I hope you do understand it and thank you.

a 2 star Ninja is usually 50 fragments

a 3 star ninja requires 80 fragments

a 4 star ninja requires 100 fragments

and a 5 star ninja requires 200 fragments
