Cause most f2ps don't have 60k in coupons saved up. Not that hard to figure. The 60K reward is meant to be rewards for whales and the very few who saved up.

If people want to guess the next time a 60K fuku might show up, it would be in Christmas.

If you want tsunade or Karin as a f2p and have 60k coupons, do so before wednesday. If you want to wait for a similar fuku, the fuku in december is likely to be 40k+ in comparison to the normal months at 25k-40k.
