The passive is very clear, "gets healed 25%/35% of all Ninjutsu damage he deals".
He deals 0 damage with standard attacks to Edo Madara but still with each hit he gets healed thousands of HP points for free.
It is either bug or highly unfair that he gets free healing even when he's not dealing any damage. -
