Naruto SOSP is the best answer out of these 4. Rinnesasuke is the second best, but only because he semi-counters Naruto. Before Naruto BT came out he was not a top meta. Minato is still decent but I wouldn't say he's meta anymore. Shisui Kimono struggles in the current meta because his best skills rely on him being able to use his chase atk and Naruto just dodges it.
Edit: Forgot to answer about Susano'o Shisui - he can theoretically counter SOSP if you have the right team to support him and you outspeed your opponent. But objectively he is not that good. As far as I know the general consensus is that Kimono Shisui is the better version. Although going forward with Obito [10 Tails Jinchuriki] breakthroughs on the horizon, I think Susano'o Shisui could have a niche, as he scales his attack as well as his ninjutsu (Kimono only scales nin, and Obito is immune to pure ninjutsu dmg). Obito BT also has a skill that refreshes his mystery cooldown to 0 each round but you could counter that with Susano'o Shisui's mystery which locks the opponent's mystery cooldown at 2 rounds. It's also possible that Susano'o Shisui might get his own breakthroughs one day. But ultimately the issue with him is that he is way overpriced for what he offers. Like I said above Naruto SOSP is still the best choice and is much cheaper too.
