I guess the solution will be an OP big spending ninja and then players will start thinking of another meta to counter that new ninja. It's the only way I can see this resolved, so if you are not willing to spend big in this game, you can never win in a Naruto SOSP match, especially against a stronger opponent...

And another solution is by deleting the game and finding another one where you will see people using not only a fragment of characters from a big pool of possibilities.
