nagato edo tensei passive (genjutsu : mirror return Y) said that it reflects any debuff that targets him, so does this means he is immune to debuff? and can it be supressed?

With that passive Nagato is no longer immune. Instead any debuffs that are directed towards him will be reflected back. This can not be supressed or removed under any cir*stance however Nagato can't relfect any irremovable debuffs such as the ignition caused by Swimsuit Konan's mystery or skillbroken Kimono Shisui's chase.
