if you mean founder of konoha, someone asked for him recently and and if i recall correctly a moderator answered "you can get him from GNW treasure" so i guess he is unlikely, but at Germany they got Madara 5kage when we got 40frags of konan AGK, so he is not impossible.
The guy who replied to you doesn't know what he is talking about. Oasis puts Madara Founder and any other super rares like itachi susanoo (in the past) at a very high cost in events. They won't give him or Itachi out for free even if they are outdated in the me
ta. As you pointed out, Madara 5 Kage has been given in Germany so its still a possibility.
