wasnt he in lucky star like a year ago in redeemable?

Considering I only spend coupons in Lucky Star, I think I would had redeemed it if he was.

lucky star is the one like a wheel but you get stars and usually have a ninja with 0, i mean low chance, he was in that event cuz i know a family member bought him

Yeah, I dropped 60 seals in Kage already which got me 2 frags. About another 20 - 30 pulls left. (dropped 30 seals into Kage with the first 10 being a rare and 2 more draw 10s afterwards was 2 frags). So if that is anything to judge by x)

i wasnt telling you what lucky star is i was making sure I am not confusing them cuz there are few events that by name i confuse them, ill try to check an older discord post or something in which it was pics from it if i have time

You have a good memory. According to my file, Itachi Susano'o has only been available through one coupon event in the last 3 years, during the week of Dec 19, 2019. He cost 108 stars, which came out to ~800 coupons for each frag at the time.

FYI, He is the second most expensive coupon ninja I have in my data. With Madara Founder being the most expensive coupon ninja ever @1847 coupons per frag the one time you could redeem him in an event.
