I'd recommend:
general pvp usage to go Tenten > Shikamaru > Shisui
Chase heavy pvp usage to go Shikamaru > Shisui


But a heads up for shisui, this card will depend on your base initiave. So if your Ini is close to that if your opponent it will get you the upper hand when it comes to speed.
