i dont think there is a potent ninja that can be break at 3 stars, the only ones i know out of my head is danzo and normal hashirama which you can get em for free both (hashi dropped few times in the packs from mission mobilization event and danzo can be bought in exchange) so... maybe decide when you have the coupons cuz right now the meta is naruto but who knows what will happen in the future
