I also have the same problem, it stays at 14% constantly, and also I cannot participate in cross-server matchmaking, I am constantly being kicked out of the game

I think this is a general situation

I tried contacting the customer service but the form's bugged too, server select doesn't have drop down list and character name cannot be typed.
