usually gnw treasure or the one that gives sasuke susanoo or ay4th (forgot the name) or wait to get 250 for jinchuriki ones (mostly for edo yagura or edo roshi)

i personally would go for GNW treasure as a starter since it gives ok ninjas for begining/mid and madara founder is a nice ninja to have (ofc is 50-50 to get madara or naruto but you have a long way till there) at every 60 scrolls you'll get a "rare ninja" so, teams like kushimaru/jinpachi is always nice in special with edo sasori or mangetsu
