As for the amount you should spend in the rebate, depends on which treasure. For limited treasure, spend until you get the super rare. Just make sure you have enough to spend as the counter will reset once the treasure goes away. For permanent treasures, spend up to the needed amount for the reward floor. So if it takes 167 seals + the seals you earned from the rebate to get to 200, that it how much you should spend to spend 200 seal scrolls.
