If you are talking about the Seal Scrolls that you get from the Rebate after using some Seal Scrolls and reaching the milestone rewards, then the answer is yes. It does count towards your progress. As for the Summon Rebates, the only Summon Scroll counted for the progress is the real Summon Scrolls, time-limited ones aren't included for the count towards your progress.
