I'm the group leader from S360 - OumiNoGakure and in our Group the Pack Distribution will always be about everyones GNW activity and not how much power anyone has. If someone misbehaves or harrases other memers of my group that is not an GNW issue and will therefor not be treated as one. We have a set system that rewards players based on their activity in GNWs, that way noone needs to beg for packs and instead can just participate in GNW and get their reward on the same level as any other leader, senior and everyone else. Rank doesn't really matter and neither does their behaviour. If someone actually misbehaves to a point where anyone would reconsider giving that person packs I will personally talk with them and if they disagree with our fair GNW pack system they can either choose to leave by themselves or accept the GNW-activity based system that we have and move on. If someone doesn't stop bullying people he'll e kicked out of the group permanently. But not a single person is toxic to each other in my group so we don't have that issue. Ranks in our group mean nothing but certain responsiblities, they have nothing to do with the GNW pack distribution. Point is, rewards should be given out by GNW-activity and nothing else, that is my opinion on the matter.
