as i said in title i was just wondering what the rec. meant

at start i though it meant i really needed to do it as it was on the lowest numbers in the power up menu but i just saw it on a ninja i dont have and that dosent fit my lineup.

Rec. means recommended. It's basically what the system is recommending for you to get. It's your choice if u want to get it or not ^^

well most of the time they recomend me to get things like "upgrade your number of stars on main" .
it would be good exept i farmed lots of xp but the only way to get main fragments is daily quest

on the elite instance, "rec" icon was on sakura's quest and haku quest? so what does it mean?

That depends on your main, in this case i can tell you were water, it normally recommends you sweep the same element ninjas, you can ignore it and sweep what you want.
