I respect your opinion but have to disagree. For 35k range I would expect 2 ninjas, or 1 good ninja.
Kakuzu is not worth 35k, the 20 additional frags from shisui are not worth the extra 10k cps, Kisame is the cheapest ninja to 4 star by far. In last week's event you could gather 180 frags for less than 25k.

Compare this to say, January fuku (30k for 80 jinchu bee + ronin sasuke) or 2019 december fuku (40k for 80 kimono shisui + 80 edo minato frags) and it's apparent that this Fuku is just bad. Using the argument "it's just an extra you get with spending" is not relevant when comparing this exclusively to past Fuku deals.

What is there not to understand? The point i'm making is that the rebate value in this Fuku deal is not as good as previous Fuku deals. Simple as that.
There have been better Fuku deals previously and I would advice others to stay away from this event.
Your math is way off because somehow you think 200 frags is enough for a 5 star kisame, it's 149*200 frags for a 4 -> 5 star which would be roughly 30k. Regardless, he is still the most expensive ninja in terms of advance pots and protections to breakthrough so that would cost another 20-30k for pots. Which leaves you with barely any power gained except the few potions you'd get from great plates and a p1 Kisame without anyone to support him.

I am simply stating that this is not a good Fukumaru deal compared to deals that were available in the past. If the price were lowered to 25-30k it would be a far easier pill to swallow. I checked again and just last July there was 45k rebate for a comparable ninja pack (100 sage kabuto, minato) and power items except for the additional 10k you also get Ronin Naruto. That same event week there was also naruto's froggy deal which means you literally get a rebate just for converting ingots into coupons, and lucky stars was also available with the same pricing as we have now. Based on the history of event weeks where Fuku deal was included, this is a not a good deal. That is all.
