Underrated - edo tobirama for arena. His attack is quite strong and is almost guaranteed to give combo chase. His mystery even though is round 2 doesn't use chakra which may be a a good boost for chakra ninjas or other mystery.

Overrated for arena - 10t Madara - somehow he is nurfed and you don't see one shot kills from him.
