Overrated: Reverse seal Tsunade - One of the most annoying ninjas in auto combat (such as SpaceTime). She is definitely strong character, but in all you need to deal with her is some simple control (interrupt, CD increase). When you can manually use your team, she is not that amazing compared to say Karin Taka. which is in same pack.
Underrated: Shisui (Kimono): His SB standard causes undodgable ignition which cannot be cleased. Such as that, he completely shuts down any healer based team (Karin, Tsunade etc..) as well as partly shuts shield teams (Madara, Suigetsu etc...)... -

Under rated or Over Rated...
Just BP matters. Focus on BP you can get any players on your foot.
BP matters only to certain extend.. I (614k) beated 780k guy... So power isnt really the most important thing... on the other hand I dealt with 612k 10T Madara, Karin Taka, ByaTsuna team... so even random OP ninjas dont matter...
strategy or at least brain has to be used...

This section is quite interesting but I would be more fitting to talk about Overrated vs Underrated for Zenith or Arena only.
As for regular battles I'd say Chunin Shikamaru is very underrated. I barely want to try my chances in Decisive Bonds anymore without having this guy around because 100% Defense AND Resistance on top of extra crit and being able to increase mystery cooldown on your enemy and decrease your own is just so good and not a lot of people are using him as a support these days.
For arena, underrated ninjas are Uchihas (Izuna, kid Itachi and kid Madara). These guys deal massive damage which can oneshot entire team. Simply dealing 9k damage on 1 mystery in OP in arena.
I wonder however about overrated ninja for arena. I will say Habanero and 8t Bee. These ninjas are very vulnerable in default BP events. (even Matsuri arena etc.). Even if scaling is a nice and op feature, its not working well here.
