Well...that depends on your level, ninjas and mostly on how you look at it. Edo minato costs lesser than kimimaro and is a quite versatile ninja being able to fit into a variety of teams due to his many tags ( hokage, jinchūriki, senjutsu, etc. ). Kimimaro, however is an entirely different case. He costs more and it's difficult to find teams for him ( unless you are p2w and have an enormous wallet ). You could make a blitz team or edo tensai team for him but i personally wouldn't be satisfied. Therefore, I would suggest edo minato rather than Halloween kimimaro.
