Well if naruto use y+2 break super armor he can easily control Sasuke using the chase.

If Sasuke is faster than naruto the first dodge(for everything missable) and dodges for chases(75% chance) will probably save him. So even if you juke his first dodge we can never hit him with chases so he will only take damage from one thing it is either mystery or standard so it is really hard to kill him.

As for the fear passive just let naruto use his standard till he gets the fear debuff(50% chance) and after all the buffing the mystery with huge damage and chase will rekt anyone.

So if it is 1v1 between the two naruto can easily chain stun Sasuke all 10 rounds(first let naruto use standard then mystery).

As for the counter, I think GNW Madara would really do a fine job as his chase(suppress immunity and immobile) is undodgeable and if you use Sasuke(pos 1) and Madara gnw(pos 2) with Nagato unmissable mystery passive then it's a sure win for Sasuke.

Though the thing will come to who is faster :(
