this image is clearly draw on a computer and meets the conditions of competition.
but which clearly ... are images taken from other drawings cut out and assembled ... with photoshop ... so easy ... for example kakashi has been cut out and has been enlarged is in fact it is blurred if it was a drawing made on the PC they had to all come clearly and not like this

creating does not mean to only draw it , i can made it of box and take a pic. will you also complain ?
you only waste time looking for pictures on the internet. your image could take 15 minutes to draw . Ezioo wrote I created 2 digital arts. when you look what and how he created it so it could took couple of hours , draw it by hand is much easier than this.
Anyway all of it meets the rules so you can not do anything with that.
