I find out that the mystery of Naruto [*y jutsu] can not be applied to almost ninjas in the event, except for clones created by NPC ninja, and Haku in Zabuza NPC. I hope someone will fix this.

Hello,
Are you referring to the fact that this jutsu only affects male ninjas? Are you attempting to affect female ninjas with the jutsu? If so, this is not a bug, it is a feature. From what I recall of this event, there are a number of female ninjas on the field.
If this is not the case, can you be more explicit about what ninjas you are attempting, and failing, to affect? Do you have any screenshots or video of the mystery failing to affect them?

from what i've tested with my hard sadness, units in Rouge Ninja Outburst do not have a gender tag!!

therefore Naruto [Harem no Jutsu] do not work on them!!.

Yes i can agree Naruto *y not working on male ninjas from Rogue ninja Outburst. Also not working on female ninjas (but thats correct :) ).
