What level are you, and what level ninja exam have you completed? Also, can you provide a screenshot of your ninja exam interface? Finally, what error message do you get when attempting to access the Team Ninja Exam screen by yourself?

kamikamikami is correct, it's a scroll you click on the left side of your ninja exam screen. It sounds like you're having trouble finding it, not that you don't have access to it. Try clicking here.
