got my minato 4 star last week

at first got orange passive2 and locked it

then got orange mystery and locked it too

been getting lots of orange standard but Im skipping it obviously

after the 2 orange skills I locked I have used more then 100 protection vials without getting the chase or passive1

am i doing something wrong? I dont know how rare passive2 is maybe I should unlock it?
