I think Hashirama is better because he can get the buff of Shikamaru Chunnin. However, if you want to control the barrier in the battle, then Garaa is a good choice but it is very easy to control him.

You are implying u use the damage mystery but you should be running kazekage with L2 mystery for barrier control and shields anyway.
Hashirama is miles better

I have to agree, I test both in Mitsuri Challenge and Hashirama seems more useful, because he have a plan thar buff all my team, and cause Immobile, so Hashirama helps to my team makes a good control, thanks

Control on a Kush team makes the most sense. Definitely * with control over your other support options. I would also recommend putting Kush on the middle row with your other ninja on the back column, straight up and down. Also, use her defense stacks, it will make you super strong.
