max lvl dont unlock anything at groceries (i think) i have max and dont have that only normal experimental vial

Some things are carry over from other versions of the game. Havent checked in awhile but it used to say that you can get Tobirama [Hokage] and Tsunade [Hokage] from the Seal Treasure because other versions of the game have that treasure reworked to include them as gold ninjas.

Just another one of those things that slip through the many cracks of the devs.

Seems intention rather than being missed. If in fact Tsunade [Hokage] was present in Seal Treasure from the beginning, you know Oasis removed her as a business decision as she was OP during the 1.0 and 2.0 versions, thus making whales pay big money.
