Theoretically she should get +2 cooldown. Are you sure you clicked on her? That would be the only reason why she could use her mystery. Or do you have your game recorded so we could see what happened? Also its impossible to reflect cooldown increases since there aren't debuffs.

  • Figured it out. I * at targeting so this was all moot.

I guessed the targeting was the problem.
