Yesterday i joined Matsuri and i had three loses in a row, 0win ratio and i still faced higher lvl with higher power... i didnt wait more as 20 seconds.
In the end when i had 3 wins i faced lower lvl and lower power enemies... so i dont know how this system still working
I am avl 80 with 225k power....

The reason you face weaker in SWB is because they are alts put in by players so they can farm points. Unlike SWB, Fighting Matsuri does not take place at a single point in time, which means if you cant find players, it is because those players are not queuing at the same time as you. This is not the fault of matchmaking but rather your schedule and the fact that your server is actually 90% alts. Welcome to Naruto Online, it's a Pay to Win game, so if youre not paying, stop complaining.
90-95% of server are F2P players, if they will stop playing this game...
no SWB = not enought players (you need 10 for each side i think) or you will need bigger cluster
no GNW = no activity rate
no Training ground or maybe yes but they will face to each others
This game need F2P players...
