Your posts don't really show enough information to troubleshoot everything for you. Are you sure you're int he same server with those accounts? Are you sure you've checked every corner of both zones?

Alright, I would suggest searching the zones more carefully, or simply waiting for him to reset to a new zone. You might also ask other players if they can see where the mission dealer is.
