Honestly, if you're F2P, I would recommend you to go for Sage Treasure. They have a lower pool of rare ninjas and some of them are pretty good (Sage Naruto, Ao). You can easily form a lineup around them. Orochimaru Traitor is good for rank battle as well.

Tendo Treasure has a huge pool of rare ninjas which you might not get what you really want. Unless you want to five-star your zabuza and guy, you can go for tendo. xD
