u need lv 98 to get all of them in instances...
however there's 2 other ways, which taking too much time
gathering those resources via Rich field or drawing seal in treasure will also count, however i dont reccommend this because the resources dropped is random af and there's no guarenteed how much bond scrolls you'll need to obtain 300 of a specific resource.
They are also available on black market few levels before you can sweep them, level 90 i think.
