To be honest if I was in your place, I would wait for a different Fuku one that is 25k~ 30k,
Because of the fact that you will get some of the 45k rewards in lower quantity.

However if you cant wait and do want to spend, I would say, if you don't have a good P1 ninja go for Minato Namikaze [Edo Tensei], and focus afterwards on him to breakthrough him, as he is kinda mediocre on 3*.

But if you do have a good P1 ninja, I would say go for Madara Uchiha [Edo Tensei Release], because he is a great support, and his barrier isn't restricted to overall initiative like other barrier ninjas. Meaning that his barrier will be launched 100% on the first turn.
