his passive will give all hyuga clan member's evasion by 20%, including those who doesn't have an evasion skill to begin with,

so don't worry, he dont need a buff, and you can still favor him

hmmm i kinda understand what u mean now... only neji got a buff in evasion rate

not that it affects any kind of gameplay at all tho
