your best chance is to get him on lucky wheel when there is a fuku, so you can spend 20-30k cps and get the fuku prize. Maybe you won't get him on 4* from this much but you will be close. But he has been in events quite often so recently he is not on so much anymore. Eitherway the advise stays - gather 20-30k cps wait for a fuku when you c*so get him from the events. GL

I hope you meant lucky stars since lucky wheel is not an event where you want to spend to get a guarantee reward.

oh okay, that's a lot of patience to dealth with. tsk i really hope i can save more by now i only have 7300 coupons ona 1month and a half old server
