The idea is for them to give some logic to that table.
But they already have implemented that logic already. Either you are asking for a box where players can choose 1 out of the 2 ninjas, which the game has done already or you are asking for something different but your translation is not accurate and clear.
I'm also thinking you are asking for players are capable of choosing any ninja available in a box, which is quite hard since every event ninja is not equal in terms in price.
