Kakuzu - 83 cps each with 50% voucher
Kushina - 100-120 cps each depend on event
Minato - 200+ cps each
Naruto - don't bother he is crap compared to other 3
Out of those Kushina and Kakuzu are the stronger 2 for move 1, Kushina is stronger but slower and Kakuzu is faster for things like sage/tower and better in arena. Minato is not bad either, but he is more support and nice in GNW, as move 1 ninja he will loose to Kushina/Kakuzu same power. -

It seems Kushina and Sasuke rinne is best but sasuke has one problem its Itachi edo skills which Defeats him so best option remained Kushina she is immune and immune remover and also good i guess whereas minato edo at 4 star also good in intruption but for him i would need other 3 edo tensies :(( for barrier whihc is nice but As my power poor i should get kushina i guess cuz i have jinchuriki and winds support more than others
I would say Kushina or Kakuzu are your best 2 choices, you have good support ninjas for those 2 as well and now that they lower Kakuzu price so much, he is not that bad to go for, his frags are free every other week in events too. Rinne Sasuke is prety good and fun to use, but he costs as much as edo Minato and if you are spending that much better just get Minato or get Kushina/Kak + 1 other ninja like Sumer Kurenai/Halloween Kimi/Ibiki/Edo Itachi/etc.
Another budged/fun option is halloween Kimi, he has no breaks so a lot cheaper and he can beat Kushina/Kakuzu if he is higher power but will loose same power. Also he just looks cool and he is really fast in events and strong in arena/bonds. -
