I have looked into your issue and have tested your server repeatedly. There seems to be nothing wrong with your server from our end. According to your own testimonial your own settings are fine. According to what you have stated, you are able to log in with a VPN, but not able to log in without it. As a result of this, it seems that the likely cause of your inability to log in is that you are being blocked by your ISP. I would suggest contacting your ISP and discussing the issue with them.
