You already somewhat answered your question. Ninjas are present for people based on demand. The game is too focused on PVP and that if you don't win, your gaming experience will suffer, which is why most people will go for meta lineups.

You can't blame them for not wanting to get wins and if they think they cannot get the same results by not using meta lineups, they won't try to be creative. Don't forget that kakuzu was present every other week last year just when kakuzu was skillbroken. The demand from players has shifted to minato now there was enough time for the player base to get enough coupons to try for him just like for kakuzu.

I will bet shark kisame will be the next focus once his skillbreaks comes and people will demand for him.

it is the same reason zenith is so easy, because people here are all dumb and boring, if you take away whatever the latest meta is that they are 100% dependant on because they cant win of their own merit, they are useless. In zenith where their precious broken characters are taken away from them they dont know what to do, the teams they throw together are awful and they have no idea how to handle the timing of skills. Minato was a $600 recharge on release but now I would estimate over 97% of players have him and I am including the servers 1500+ in that, because it is a cheap and easy way for oasis to placate a community that consists largely of the most uncreative and egotistically fragile nerds the world has ever known. Why fix any problems with the game when they can * the same handful of characters in every event cycle every week and all the useless players will be quiet and happily * their thumbs because they got more free frags towards the only reason they have ever gotten a win, gotta keep that irrelevant and completely undo*ented win/loss ratio high, even at the cost of fun or gameplay evidently
