I will try to answer your questions as much as I can or explain it directly. First, I will explain how Treasures work or how much Seal Scrolls do you need to use before a kind of ninja drop.
Common Ninjas (Blue Tier) - Usually drops every after or within 10 Seal Scrolls.
Rare Ninjas (Purple Tier) - Usually drops every after or within 50 to 70 Seal Scrolls.
Super Rare Ninjas (Yellow/Gold Tier) - Usually drops every after or within a large number of Seal Scrolls (Treasure differs amount of Seal Scroll usage for this tier)
---> Tendo Treasure - 400 Seal Scrolls (More or less)
---> Jinchuriki 1 and 2 Treasure - 190~220 Seal Scrolls
---> Land of the Lightning Treasure - 190~220 Seal Scrolls
---> Time-Limited Treasures - 190~220 Seal Scrolls
---> Five Kage Conference and Great Ninja War Treasure - 900~1200 Seal Scrolls
---> Sage Naruto and Edo Tensei Treasure - I forgot how many seals Scrolls for these two treasures, sorry.
Basically, there is no such exact number for using Seal Scrolls and it is always "in-between" numbers. Few rare instances happened before where a certain few players got their Super Rares earlier than the numbers that I gave and some players got theirs more than the numbers above. Using Seal Scrolls 1 by 1 or 10 by 10 results to the same result, but almost all of the players use theirs 10 by 10 just because it is faster and it is mostly used during Limited Recruitment Rebate Events where players can get a Seal Scroll Rebate. Free Pulls are accounted for the Treasure count but not for the Seal Scroll Rebate.
Now, for the Treasures that have multiple numbers of Super Rares like Great Ninja War and Five Kage Conference. Getting one of the Super Rares from this treasures is 50-50 chance. But, if you already got the one, the next Super Rare that you will get will surely the other Super Rare, and by getting another Super Rare means using the same amount of Seal Scrolls like you used to get the first one. But this thing isn't the same for the Time-Limited Treasures, this treasure has a 50-50 chance all the time so you might get the same Super Rare over and over again.
