Check event topic history. And I said usually. Not all the time. But usually they are in that time period. Good morning. And it doesn't mean it appears on the the second week. 2 weeks passes and only then they put it on the 3rd week. Sometimes random, but most of the time yes. If you can check the event topics you can clearly see the period during the last year or so. Not taking all the time.
In recent events, yes every two weeks. However, before February, its been 4-5 weeks aka at least showing up at least once per month.
I'm not sure why people are encouraging fuku deals to appear several times within a month since Oasis don't like to add ninjas once they have been already shown up which means you are unlucky to miss out on a ninja if you don't have enough especially for f2ps.
