Hmm.

For me, what I'm doing with my Treasured Tools right now is Position 1 focused Besetting while my other Positions have few upgrades. On the other hand, Leveling up Treasured Tools isn't that much important but power is power so upgrade it as much as possible.

Regardless of Treasured Tool's level, the experience gained from using Orbs is the same. One (1) Ultimate Treasure Tool Orb (1200 exp points) is equal to Fifteen Rare Treasure Tool Orb (80 exp points). While the Common Treasure Tool Orb only gives 8 exp points. Thank you.

It isn't actually, Ultimate Treasure Tool Orbs is one of the rewards from doing Cave Exploration Rebate. Doing it with at least or every 1050 Cave Keys can assure you a piece of it. You may get a piece of it also from Wheel of Fortune if you'll able to win the First Place rank, as well from other events also using Coupons only. Thank you.
