I don't know if it is level locked, but your server must be 2 months old to unlock participation in Season.

  • my guess because it says that you need to have kakashi summer summer for one of the achievements and another thing thy have the same ability called hot blooded summer so it has to be a person closer to kakashi summer

Doesn't matter. This mission on March required GNW Madara and he has barely anything to do with Karui who was Spring Season ninja. These missions are more about making people spend ingots and coupons to get hard to obtain ninjas than anything else.
