At 31 lvl,you shoudnt spend any coupons or seals.Save coupons,till have 12-14 000,if you impatient,or 20-25 000,if you can.With that amount you can buy ninja like Naruto sage of six path,or Kushina.And spend only when Fukurukumaro deal event is on.That way you will get extra ninja+power items.As for seal scrolls,wait for lvl 70 GNW treasure.

Dont use ANY seal scrolls until you are lvl 70 and save coupons for spending events, they give you easily the best return, you might struggle in the beginning and its hard to not use them through but its worth it if you do.

Save your scrolls till Great Ninja War treasue is open. I think lv 70. Then wait for a scroll rebate event and spend.

Coupons save, spend on Lucky wheel when you have 20-30k coupons on Fukumaru rebate event
