Minato has low damage on mystery? That'd be incorrect. But Minato does statistically out perform Bee every time, since Minato can interrupt your opponent's team entirely. Also, I have them breakthrough'd and even on Minato standard, it ends on Bee causing immobile even on immune ninjas.
