Maybe he mean that some people recruit just for collection,like someone with edo Minato,Kushina and Kakuzu,full BT,recruit Bee 8 tails,but never use him,and don't bother to 4 stars him.

  • Lunar seals? if you mean your seal scrolls then the better choice is save your seals and level up then wait for great ninja war treasure my suggestion is to use your scrolls there since you can get really good ninjas from there also kage is a choice as well since it has good ninjas as well for starters

More likely he talk about moon scrolls.For me,best is to buy cave keys,till get 1050,and the rest go for training potions.
