Jiraiya is actually not the worse they can do.Last time they give fcking suit Minato,a ninja so useless,that could rank him with Konohamaru and the bunch.They simply run out of ninjas at some point,so they don't ru*,and start to give bad ninjas,along with good ones.

Don't lose hope tho,maybe they give at some point DPB Hidan,Masked man or edo Hiruzen.
