there was an event this 2020 if i can still remember 1 frag was only 90 coupons.. I think that was between january or february.. if I am not mistaken she was in what they call now amu*t so so so.. can't remember so well but I bought her with just 8900 coupons for 80 frags. In naruto ramen 1 frag is 140 and I will not 100% agree that the best event to get kushina is great plates. Sometimes you can't get the 2 frags for 20 draws. Other than that, the other rewards in great plates are great. that's only my opinion.

The best event was Christmass Tree, but it was one time only. For reccuring events, I would say current Mission Mobilization. If you have someone who will gift you 10 missions every day, then you have 2 free frags daily. After this, 160 coupons per fragment. You c*so wait for Ramen event, she is there for 140 coupons per fragment with possibility to get 1 free frag each day.
Great plates works, too, but they have rigged probabilities. so wouldn't count on them. Just get 20 keys each day and use Draw 10 twice daily. You will get some frags if you are lucky, but don't waste coupons there, I saw people spending thousands and gettin laughable amount of Kushina's frags.

dont listen to anyone do narutos ramen party i guarantee you will be able to buy her with as many coupons you have probably or really close to her
yeah this mission general mobilisation kushina is 140 cps so i got some frags of and im on 73 so far and im just waiting for ramen to get the rest free but thanks for your support :)
