Hey thanks man! Though i did not unlock Tactics at lvl 55? Is it 60?

Hmm. As far as I remember, it unlocks at 55 but it wouldn't allow you to upgrade any of it but once you reached 60, you'll be able to upgrade and change tactics already. I might be wrong since it's been a long time already but that's what happened to the last character that I leveled up at that levels.
