Thanks for providing the info. Here's probably the best team you can make right now:

If you have his mystery ability unlocked, use Ninja Dog Pakkun as your summon mystery (the one that goes before your main does their mystery, not the one that helps with chases). This will break the opposing team's dodges in round 2 before your main attacks, if they have any dodge ninjas. This way you can actually hit whatever target you want to.

Pretty straightforward lightning team. Your main is the primary damage dealer. Also, he, Kimimaro and Sasuke will be immune to debuffs for 2 rounds which is nice. All 4 of these ninjas will get additional boosts when Sasuke's barrier is up so always try to get that up in round 1. In round 2 use your main of course. In round 3 you c*e Kimimaro. He's a good tank unit. Guy is there for the health you get back when doing taijutsu damage which pretty much everyone does with their mystery, standard, and chase attacks in this team except Sasuke who does more ninjutsu damage.

Going forward, this team will help you through the game but it won't last forever. In the short term you should focus on getting Sasuke to 4 stars and getting his breakthroughs. You c*so do this for Kimimaro, I'd get his defense/resistance scaling passive broken through before his mystery. That will make him even more able to take hits and stay around. In the long term, start saving for a pos 1 carry ninja like Edo Minato, Rinnesharingan Sasuke, or whoever becomes part of the dominant meta in the future when you have the resources.

Recruit? You mean like the treasures? Honestly in my opinion, it's only worth spending seal scrolls in the time limited jinchuuriki treasure nowadays, and even then, only in the one where you can get Edo Yagura. The ninjas you can pull from the regular treasures are mostly outdated or mostly supports. Some ninjas you can get from the treasures that are nice to have as supports are Asuma Wind Blade, Mabui, Danzo, and Gakido. But I wouldn't go out of my way to get them, eventually you'll get them from free draws.

In terms of tactics for this team, either Ghost Kill or Windmill. You want Lightning main and Kimimaro to be standing on the spots in the grid that boost attack since they are primarily taijutsu users.

You can. Try both and see which you like better. But I don't think Iruka is in any events now so you'd have to get him from fragment refinement, which will take a while.
